Summary of the Proposal

The U.S. Small Business Administration (SBA or Agency) is proposing to amend various regulations governing its business loan programs, including the SBA Express and Export Express Loan Programs and the Microloan and Development Company (504) loan programs. The proposed rule also seeks to make changes to the ‘affiliation standard’ as well as permissible fees related to 7(a) loans.
