ABA Names Thomas Rosenkoetter New Executive Director of Card Policy Council

WASHINGTON —

Thomas J. Rosenkoetter has been named senior vice president and executive director of the American Bankers Association’s Card Policy Council, the leading voice on legislative, regulatory and communications issues facing credit card issuers and payment card networks. Rosenkoetter comes to ABA from BNP Paribas, where he served seven years as the bank’s managing director and head of government affairs. Rosenkoetter, who joined the association today, will play a leadership role on card and payments system issues, advocating on behalf of ABA members engaged in this critically important industry segment.

“Tom’s extensive banking industry experience and knowledge of card and payments issues– combined with his proven track record of getting results on Capitol Hill – make him ideally suited for this important role,” said Jess Sharp, ABA’s executive vice president of advocacy and innovation. “His ability to build consensus and develop strong policy solutions will be an asset to our nation’s credit card issuers and networks in today’s legislative and regulatory environment.”

At BNP Paribas, Rosenkoetter strategically advised global executives on political and public policy risk, geopolitical risk, reputation management and related strategic communications. He also developed, led and executed strategies to shape and influence public policy outcomes. Before his time at BNP Paribas, Rosenkoetter was senior vice president of federal policy at HSBC, where he managed federal government relations and advocacy initiatives before the U.S. Congress and other government officials, as well as with other key stakeholders. He has previously held roles at Williams & Jensen, P.C., a leading government affairs firm, and the American Financial Services Association (AFSA), where he led the group’s advocacy function. Rosenkoetter previously managed the House Financial Services Committee portfolio for the committee’s then-vice chair, former Rep. Bill McCollum (R-Florida).

Rosenkoetter holds a B.A. in political science from Illinois State University.
