Beyond the backup: why your bank needs a tested recovery plan

Having a solid backup no longer satisfies an examiner, nor your customers. They want a tested, documented recovery timeline, and your customer wants the ability to access their money. While a backup keeps your data safe, only a recovery plan gets your business back up and running when systems drop offline.

Until you run a recovery test under realistic stress, any timeline you present to leadership or examiners is just an assumption. To ensure minimal disruption during an incident, you must prove you know how long a recovery will take. Otherwise, your bank will be dealing with paper transaction logs, frozen wire transfers, and online banking going dark. Your leadership and your examiner care how long it takes to get customers back online. Knowing you can minimize that is what examiners need to see.

Industry expectations

The FFIEC’s Business Continuity Management guidance is direct: critical banking operations need to come back online within a pre-agreed window, and you must prove you can meet it.

A test must demonstrate two key metrics under pressure. First, you need to meet your recovery time objective (RTO) to minimize operational downtime and restore customer-facing services. Second, you need to hit your recovery point objective (RPO) to cap acceptable transaction data loss. Failing to validate both leaves your bank vulnerable to exceeding its maximum tolerable downtime (MTD) during a real crisis.

Where untested plans fall apart

A Disaster Recovery plan outlines your strategy, but a runbook provides the step-by-step technical instructions on how to restore operations. Without one, teams panic during a crisis. They waste time guessing sequence orders, looking up admin credentials, and debating which services to restore first.

Take network routing and integration, for example. A restored backup doesn’t automatically map back to the routing that allows your core processor, cloud environment and integrations to talk to each other. Too often, this sequence process isn’t living in a runbook but in the head of one engineer. If an outage hits outside of business hours, your RTO is however long it takes to reach that one person, something that examiners will cite you for.

Ransomware reality check

Ransomware changes the rules of system recovery. In a typical hardware failure, IT teams pull a backup and overwrite the broken environment. In a cyberattack, that doesn’t work. If your network is compromised, restoring data back into your primary environment restarts the attack and reinfects your core systems.

Your restore holds up when it’s validated in a clean, separate environment. If your backup shares the same local network, credentials, or vendor paths as your primary infrastructure, a failure in your system will compromise your recovery too. Once isolated, you need to stress-test under real conditions. Simulating a restore during peak hours or end-of-day batch processing reveals bottlenecks that weekend test windows miss.

Why recovery responsibility sits at executive level

Rebuilding servers, restoring data, and clearing out errors is an IT function. That’s not the same thing as keeping a bank running. To bridge this gap, FFIEC expects recovery process ownership to sit with executive management and the board. Leadership must provide RTOs, verified test logs, and assign designated owners who can keep the branch and customer service operating while IT works on the restore. Building defined timeframes and clear accountability transforms a high-risk compliance query into a straightforward validation.

Evaluate your recovery readiness

To help identify where your bank stands in its backup and recovery process, walk through these eight questions with your risk committee:

1. Do we have board-approved recovery timeframes for every customer-facing system?
2. Have we tested these timeframes in an isolated environment in the last 12 months?
3. Are recovery roles assigned to positions, with a current call list?
4. Does our documentation cover rebuilding the full environment, including network configs and certificates?
5. Do we have a runbook that verifies restores in a clean room first?
6. Has the board seen tested recovery times, as opposed to planned ones?
7. Do we know how we'd communicate with customers and examiners mid-outage?
8. Is any of this automated, or does it depend on one person being reachable?

The difference between a minor operational hiccup and a failed exam comes down to validation. By auditing your runbooks and isolating your test environments, you replace assumptions with verifiable proof, ensuring your bank stands ready when examiners ask for evidence.
