ABA Statement on FCC Actions to Strengthen Voice Provider Accountability and Combat Fraud

“We commend Chairman Carr and the Federal Communications Commission for taking important, complementary steps to strengthen accountability across the voice services ecosystem. The Commission’s advancement of a Notice of Proposed Rulemaking to enhance know your customer requirements for originating voice service providers, alongside its draft proposal to impose stronger ‘know your upstream provider’ obligations on providers that transit calls, reflects a clear recognition that stopping fraud requires vigilance at every point in a call’s pathway.

“Banks see firsthand the extraordinary financial and emotional harm caused by illegally spoofed calls and impersonation scams that affect millions of Americans each year. Strong, enforceable KYC standards for originating providers, paired with meaningful upstream provider due diligence requirements, will help shut down fraud at its source, keep illegal calls off networks, and reinforce existing call authentication tools.

“We appreciate the Commission’s leadership on these issues and look forward to continuing to work with the FCC to strengthen safeguards across the voice services ecosystem and better protect Americans from fraud.”
