Letter to NACHA on the Request for Comment re: the Addition of U.S. Treasury to the ACH Contact Registry

Dear Ms. Bondoc:

The American Bankers Association (ABA) appreciated the opportunity to comment on the Nacha Request for Comment (RFC) on adding the U.S. Department of the Treasury (Treasury) to the ACH Contact Registry. We share Nacha's goal of maintaining an efficient, safe, and timely payments system.

The proposed change would revise the Nacha Operating Rules to allow Treasury to be listed in the ACH Contact Registry to allow for banks to contact them and for Treasury to use the registry to contact financial institutions. This would enhance communications on issues such as banks seeing information on missing ACH payments sent by Treasury and reclamation claims where Treasury seeks a return of funds due to an improper payment or payment after death. Participating in the ACH Contact Registry requires that telephone lines be monitored during business hours and that will help banks seeking prompt attention to their concerns.

ABA recommends that Nacha adopt this rule as proposed.
