American Bankers Association (ABA) appreciates the opportunity to comment on theConsumer Financial Protection Bureau’s (Bureau) Notice of Proposed Rulemaking (NPR) toamend Regulation Z to create a new category of Qualified Mortgages (Seasoned QMs) forcertain transactions that meet specified performance requirements over a 36-month seasoningperiod.
ABA supports the proposed rule and believes that it will advance the Bureau’s objectives ofincreasing access to responsible, affordable mortgage credit while also assuring that consumersremain fully protected under Ability-To-Repay (ATR) principles.
