The Bottom is a 126-acre neighborhood, located between Interstate-35E to the west, Corinth Street to the east, Eighth Street to the south and the Trinity River Floodplain to the north and is in City of Dallas Council District #4. The Bottom was once a vital African American community with a commercial district and family-owned businesses. The area's decline began during the Great Depression and was further solidified in the 1930s when the levees destroyed a portion of the community built into today's floodway. The neighborhood dates back to 1845 and is part of the historic freedmen's town that also includes the Tenth Street District. After a series of stakeholder meetings, the city of Dallas began to work on the master plan written in 2002. The project started with plumbing being replaced, widening, and extending streets, and installing streetlights and internet fiber. Texas Capital Bank partnered with Texas Heavenly Homes and the City of Dallas in 2021 to begin building four hundred new affordable homes in The Bottom District. This million investment enabled the redevelopment and construction of single-family affordable homes priced between - . Texas Heavenly Homes has also engaged minority contractors with roots in this community to build the homes. This was the first major investment in this neighborhood in its century-long history and epitomizes what a public private partnership should be.
