6.3.       Consideration of Risks to Banking and Financial System in Application Decisions.  In another effort to address concerns regarding the potential impact of large institutions on financial stability, the Act provides that in addition to the other statutory factors that the appropriate Federal banking agency must consider when determining whether to approve a BHC application to acquire a bank or a Bank Merger Act transaction, the Federal bank regulatory agency will also be required to consider the extent to which granting the application would cause greater or more concentrated risk to the stability of the U.S. banking or financial system.   These provisions are effective on the Transfer Date.
