Mutual Institution Policy

Mutual banks play an important role in promoting local growth, and they need more charter and capital raising flexibility to continue to effectively perform this role. Basel III capital standards, in particular, pose a challenge to mutuals, since they are limited in their ability to raise capital.

ABA Position

ABA, which has a history of advocacy leadership on mutual policy issues, led discussions with mutual banks and members of Congress that culminated in the introduction of legislation – H.R. 1426 and H.R. 1595– that would provide mutuals with a capital raising tool and provide for a mutual national bank charter. ABA strongly supports this legislation.
