KENNETH J. CLAYTON
Mr. Clayton has been with the American Bankers Association since 1990, and is currently the senior vice president and general counsel of the ABA Card Policy Council, the group responsible for recommending policy within the ABA on all card-related issues. Mr. Clayton has been working closely with the Council on card issues since 1999. He also serves in the same capacity for the American Bankers Insurance Association, a subsidiary trade association representing banks engaged in insurance activities. Prior to assuming these roles, Mr. Clayton served as the ABA's Chief Legislative Counsel from 1995 to 2006, with overall oversight responsibility for technical aspects of Federal banking legislation affecting the banking industry and the ABA. In that role and as Legislative Counsel to the Association from 1990 to 1994, he has been intimately involved with every major Federal legislative banking initiative confronting the industry during that time.
Prior to joining the ABA, Mr. Clayton was Counsel to the House Banking Committee from 1987 to 1990, where he worked extensively on banking legislation debated during that period. Previously, Mr. Clayton worked as a staffer for Congressman Barney Frank (D-MA), where he worked on banking and housing issues (1986-1987). Before coming to the Hill, Mr. Clayton worked in private practice for a D.C. law firm for 2 years.
Mr. Clayton received a B.A. degree from Union College (NY), and his J.D. degree from The Washington College of Law, American University.
