Prior Agency Rule vs. CFPB Republished Rule

Title X of the Dodd-Frank Act transferred rulemaking authority for fourteen consumer financial protection laws to the Consumer Financial Protection Bureau on July 21, 2011. The Bureau is in the process of republishing the regulations implementing those laws with technical and conforming changes to reflect the transfer of authority to the Bureau and certain other non-substantive changes to the regulations made by the Dodd-Frank Act. Banks should use the Government Printing Office’s (GPO) website, ecfr.gpoaccess.gov, Chapter X rather than the Federal Reserve Board’s website to locate current consumer protection regulations. Following the Fed’s Regulation’s link to access consumer protection regulations (Regulations B, C, E, P, DD, and Z) will lead to an outdated and inaccurate cite on the website, because it links to the GPO’s Chapter II of Title 12 rather than GPO’s correct Chapter X of Title 12, which is the cite of the Bureau’s interim final rules, the most updated version of the regulations.
